Yeah some one else posted a similar story. believe that
it was a initiation in the west midland hospitals or a punishment. I had
a friend who trained down that way and she tells of how if you'd upset
the wrong people you'd have to do a penance. It would be tights to
ankles then depending on how sorry you needed to be panties to tights,
knees or ankles.
